METER is a project organized by the Illinois Professional Learners' Partnership. IPLP is funded by the U.S. Department of Education through a Teacher Quality Enhancement grant. The partnership is a collaborative effort between five universities across the state (Illinois State University, Loyola University-Chicago, Northeastern Illinois University, Roosevelt University, University of Illinois-Urbana/Champaign) and their respective partners. The University of Illinois at Urbana-Champaign partners with Danville High School.

The vision of the partnership is to re-design and transform the way universities prepare their graduates to teach in high-need Illinois K-12 schools. Linked to that vision are three major goals focused on providing: 1) the collaborative reflection and planning necessary to undertake and coordinate the project's components; 2) the professional preparation that pre-service and new teachers will need to teach in high-need schools; 3) the plans to manage the organizational change process in teacher education reform.
