The goals of Project Access are to significantly improve the transition of Howard County high school students with disabilities into postsecondary education, to increase the success rate and retention of freshman students with disabilities at Howard CC, and to improve career counseling and job placement services for students with disabilities as they exit the college or the Project Access Summer Institute.

Upward Bound has been chosen as a model for this project because research has shown that students who participate in this program are four times more likely to earn an undergradute degree than those students from similar backgrounds who did not participate in this type of program.

Activities include outreach to high schools, summer institute, social activities on campus, newsletters, college fair, inservice training, staff development, establish an adaptive technology lab, workshops, Internet training, and enhance college's current job placement services.
