Design Criteria

Be able to easily be migrate to future designs.
Allow departmental authors to edit html content with a WYSIWG interface.
Include inheritable attributes that are editable by web authors. Attributes such as author contact information should only need to be edited once for a given folder of web pages or entire web site.
Allow departments to implement COE web applications such as Faculty Staff Directory, Faculty Research Interests, Google Search API Implementation, Page Not Found error pages, Feedback Forms, Announcements, Form Processor, Error Classes, etc. in their sites without coding.
Use browser detection and multiple templates to consider past and future browser features and bugs, but still work well when browser detection fails.
Work with existing infrastructure such as Active Directory, SQL Server, IIS Web Server
