| CIRCE members are full time faculty members and doctoral candidates
in other departments of the college. Programmatic activity occurs
when an individual takes on a project and identifies it with CIRCE activity.
The present associates of CIRCE are Marya Burke, Rita Mary Davis, Carmilva
Flores, Linda Mabry, Katherine Sloane, Theresa Souchet, and Bob Stake.
Current studies include analysis of effects on education of evaluation
and assessment, especially as related to special populations, issues of
fairness in testing, archival case studies of teacher preparation, and
teacher networking.

Robert E. Stake,
Professor of Education and Director of CIRCE at the University of Illinois.
Since 1963, he has been a specialist in the evaluation of educational programs.
For his evaluation work in 1988, he received the Lazarfeld Award from the
American Evaluation Association, and in 1994, he received an honorary doctorate
from the University of Uppsala.

Merrill Chandler
Doctoral candidate in Quantitative and Evaluative Research Methodologies.
Before joining to CIRCE, Merrill was a researcher for the North Central
Regional Educational Laboratory in the areas of policy evaluation and research.
Merrrill is currently involved in an evaluation for the Milwaukee Teacher
Education Center.
Edith Cisneros-Cohernour,
Doctoral candidate in Educational Organizations and Leadership. Edith
is specializing in the areas of educational evaluation, professional development
and higher education. Especially interested in program evaluation,
faculty and administrators evaluation & development, organizational
learning and the ethical aspects of research & evaluation, she also
has a strong interest in qualitative research methodology, law instruction,
and the study of effective teaching for muticultural children. At CIRCE,
Edith was involved in a panel on the Validation Study of the School Organizational
Assessment Profile (1998) and the development of the CIRCE website.
She also provides technical assistance in evaluation for the National Transition
Alliance for Youth with Disabilities.
Rita M. Davis
Doctoral candidate at the University of Illinois. Her fields of interest
include multicultural education, literacy, and evaluation theory. Under
the direction of Robert Stake, Davis has conducted several evaluation projects
at CIRCE, such as the Evaluation of Reader Focused Writing Program for
the Veterans Benefits Administration and the National Youth Sports Program
Evaluation.
Deborah Gilman
Doctoral candidate in Curriculum and Instruction.
Gordon Hoke
Emeritus professor at the University of Illinois. He received both
Master's and Ph.D from Michigan State University; latter in 1965. After
twelve years as a teacher and administrator in public schools, he moved
into the realm of higher education. Research interests are in civic development
-- city, suburban, rural. He was a member of CIRCE during 1970 -
1980, and has worked with the unit on a part-time basis since then.
Xi Chen
A doctoral student in the Department of Educational Psychology. She
is interested in research philosophy and both qualitative and quantitative
methodology. She is also interested in first and second language acquisition,
especially learning to read. She provides technical assistance at CIRCE.
David Snow
Doctoral candidate at the University of Illinois. His fields of study
include educational program evaluation, educational theory, and teacher
preparation. David recently completed a program evaluation of the Lakeview
Education and Arts Partnership in Chicago. He is a Chicago Public School
teacher, a program director for the American Youth Foundation, and an instructor
for Outward Bound.
